Appropriates $61,798,155 in state operations funds and $142,304,000 in cash funds to the University of Central Arkansas for fiscal year 2020-2021, totaling $204,102,155.

Establishes maximum of 2,288 regular employees across administrative, classified, and academic positions with specified salary ranges for each position.

Authorizes up to 1,600 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Permits the Board of Trustees to provide special allowances up to $10,000 per fiscal year to coaches who coach multiple sports and to make additional payments to head coaches from vendor contracts for athletic apparel and products.

Authorizes tuition reimbursement for current faculty seeking additional education that meets critical shortage instructional areas and accreditation standards, effective July 1, 2020 through June 30, 2021.
