Establishes maximum of 258 regular and part-time deputy prosecuting attorney positions across 9 salary grades (GS09-GS15) for the Auditor of State for fiscal year 2020-2021.

Appropriates $24,868,441 from the State Central Services Fund, consisting of $19,150,000 for regular salaries, $5,713,614 for personal services matching, and $4,800 for special deputy expense allowance.

Requires all fund disbursement to comply with state procurement law, accounting procedures, revenue stabilization law, salary procedures, and other applicable fiscal control laws.

Declares emergency effective date of July 1, 2020, finding that the appropriations are essential for agency operations and that delay would harm provision of governmental programs.
