Appropriates $2,986,922 to the Arkansas Public Defender Commission - State Operations for fiscal year 2020-2021, including $1,368,075 for regular salaries (19 employees) and $12,000 for extra help positions

Appropriates $24,257,705 to the Trial Public Defender Office for fiscal year 2020-2021, including $16,649,609 for regular salaries (249 employees), $15,000 for extra help, $770,000 for commission programs, and $300,000 for bail bond county public defender payments

Appropriates $74,892 to the Ombudsman Program (1 employee) and $3,142,156 to the Commission for Parent Counsel (7 regular employees and up to 14 temporary/part-time employees), all payable from the State Central Services Fund

Authorizes the Public Defender Commission Director to transfer appropriations between line items (except Personal Services Matching) for the Parent Counsel program and between program and county payment line items with Chief Fiscal Officer approval

Becomes effective July 1, 2020 under emergency clause authority due to constitutional prohibition on appropriations exceeding one year
