Reappropriates $160,000,000 for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade and repair projects for all state-owned real property and facilities, effective July 1, 2020.

Reappropriates $50,000,000 for major maintenance, renovation, repair or construction work to provide contingency appropriation for capital projects, effective July 1, 2020.

Reappropriates $50,000,000 for information technology enhancement, innovation, operation, equipping, consolidation, construction, repair, expansion, and improvement or upgrade to the state's existing technology and new projects, effective July 1, 2020.

Reappropriates $469,386 from the Arkansas Natural and Cultural Resources Grant and Trust Fund for acquisition, management, stewardship or preservation of state owned lands, historic sites, buildings, structures or objects, effective July 1, 2020.

Requires compliance with state purchasing law, accounting and budgetary procedures, revenue stabilization law, and other applicable fiscal control laws in disbursement of funds; declares emergency effective July 1, 2020.
