Establishes maximum of 136 regular employees for the Bureau of Legislative Research for fiscal year 2020-2021, including 1 Director (Grade SE05), 4 Assistant Directors (Grade SE04), and various legal, administrative, and technology positions.

Appropriates $17,299,781 from the State Central Services Fund for the Bureau of Legislative Research, including $10,090,629 for regular salaries, $150,000 for extra help, $2,860,032 for personal services matching, and $2,133,686 for operating expenses.

Appropriates $271,060 for interim committee study expenses and $1,696,396 for interim committee member per diem, expenses, mileage, and out-of-state travel for fiscal year 2020-2021.

Appropriates $65,806 for expenses of Arkansas General Assembly members attending Energy Council meetings.

Reappropriates up to $2,000,000 from remaining balances of Act 79 of 2019 for the same purposes in fiscal year 2020-2021, with emergency clause effective July 1, 2020.
