Establishes maximum of 3 regular employees for the Office of Lieutenant Governor for fiscal year 2020-2021: Chief of Staff/Legal Counsel ($95,000), Communications/Policy Director ($70,000), and Executive Assistant/Scheduler ($40,000).

Appropriates $336,394 from the State Central Services Fund for the Office of Lieutenant Governor, consisting of $205,000 for regular salaries, $62,395 for personal services matching, $52,304 for operating expenses, and $16,695 for conferences and travel.

Authorizes the Office of Lieutenant Governor to transfer appropriations between line items within Operations appropriation with approval from the Chief Fiscal Officer and prior review by the Arkansas Legislative Council or Joint Budget Committee.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, salary restrictions, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Declares an emergency clause making the act effective July 1, 2020 to ensure continuity of essential governmental operations in the Lieutenant Governor's office.
