Establishes 60 maximum regular employees for the Office of the Governor for fiscal year 2020-2021, including 1 Executive Secretary, 1 Chief Legal Counsel, 7 Senior Management Assistants, and various administrative staff at salary grades GS06 through SE01.

Authorizes 7 temporary or part-time employees ("Extra Help") to be paid at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $5,833,914 from the State Central Services Fund for personal services and operating expenses, including $4,086,684 for regular salaries, $8,789 for extra help, $1,262,535 for personal services matching, and $446,706 for operating expenses.

Appropriates $500,000 from the Miscellaneous Revolving Fund for the Governor's Emergency Proclamation under Arkansas Code 19-2-404.

Permits the Governor's Office to transfer funds between line items with approval from the Chief Fiscal Officer and Legislative Council/Joint Budget Committee, and to exceed maximum salary levels by up to 20% for up to one-third of authorized positions with same approval.
