Appropriates $3,001,907,950 to the Department of Education for grants and aid to local school districts and special programs for fiscal year 2020-2021, including $114,000,000 for Better Chance Program and $2,119,976,293 for State Foundation Funding.

Appropriates $23,382,575 for the Arkansas Public School Computer Network's personal services and operating expenses, establishing a maximum of 51 regular employees for the 2020-2021 fiscal year.

Appropriates $1,353,215 for the Office of Education Renewal Zones, including $1,101,150 for educational renewal zone grants, with a maximum of 4 regular employees.

Appropriates $60,000,000 for Educator Compensation Reform grants and aid to help school districts currently below the statutory minimum teacher salary schedule.

Declares an emergency clause to make the Act effective July 1, 2020, and provides special language governing fund allocation, carry-forward balances, transfer authority, and restrictions on use of state funds for specific purposes.
