Appropriates $2,622,158 for the Department of Education - Division of Public School Academic Facilities and Transportation operations for fiscal year 2020-2021, including $1,572,509 for regular salaries, $505,688 for personal services matching, and $207,500 for safety training.

Establishes a maximum of 31 regular employees across 12 job classifications, ranging from a Director (Grade SE01) to Administrative Specialist II (Grade GS03), and authorizes up to 5 temporary or part-time employees as needed.

Appropriates $215,340,489 from the Educational Facilities Partnership Fund Account for academic facilities programs, including $211,828,951 for the Academic Facilities Partnership program and $3,511,538 for catastrophic facilities assistance.

Authorizes the Division Director, with approval from the Chief Fiscal Officer and Legislative Council or Joint Budget Committee, to request necessary appropriation transfers and budget adjustments, limited to no more than two transfer requests per fiscal year.

Act takes effect July 1, 2020 and is declared an emergency to ensure continuity of essential governmental programs related to school facilities and transportation.
