Appropriates $120,000 to the Arkansas Catfish Promotion Board from the Arkansas Catfish Promotion Fund for fiscal year ending June 30, 2021.

Allocates funds as follows: operating expenses $1,000, promotional items $25,000, research development $89,000, and consumer information $5,000.

All other budget line items (conferences and travel, professional fees, capital outlay, and data processing) are allocated $0.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and regulations from the Department of Finance and Administration.

Effective July 1, 2020, with emergency clause declaration to ensure uninterrupted agency operations.
