Appropriates $107,313,275 for the Department of Human Services - Division of Children and Family Services for fiscal year 2020-2021, including regular salaries ($51,098,482), extra help ($1,231,570), personal services matching ($18,820,520), and operating expenses.

Establishes a maximum of 1,280 regular employees across various positions ranging from DHS Deputy Director to Program Assistant, with salary grades from GS03 to SE01.

Authorizes up to 65 temporary or part-time "Extra Help" employees to be paid at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates additional funding for foster care grants ($48,736,982), state residential treatment ($10,647,249), TANF foster care ($83,817,193), child abuse prevention ($276,638), Safe Harbor grants ($50,000), and parent counsel commission ($2,500,000).

Makes the act effective July 1, 2020 under emergency clause, declaring it essential to agency operations and requiring compliance with state procurement, accounting, and fiscal control laws.
