Reappropriates $445,178 to the Auditor of State from the Arkansas Natural and Cultural Resources Grant and Trust Fund, effective July 1, 2020, for acquisition, management, stewardship or preservation of state-owned lands, historic sites, buildings, structures or objects.

Prohibits contracts and obligations exceeding State Treasury funds actually available, but allows agencies to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in disbursement of funds.

Restricts Maintenance and General Operations appropriations from being used for purposes specified in this act.

Declares an emergency effective July 1, 2020, citing constitutional limitations on fund appropriations to one-year periods and necessity for agency operations.
