Appropriates $164,675,415 for the Department of Human Services - Division of Developmental Disabilities Services for fiscal year 2020-2021, including $81,410,507 for regular salaries and $2,910,944 for extra help employees.

Establishes a maximum of 2,579 regular employees across various positions ranging from the DHS DDS Commissioner (Grade SE01) to entry-level positions like Residential Care Assistants and Cook (Grade GS01).

Authorizes up to 200 temporary or part-time employees ("Extra Help") at rates not to exceed those provided by the Uniform Classification and Compensation Act.

Appropriates additional funds for Special Olympics grants ($178,768), community programs ($50,000), grants to community providers ($15,892,045), and children's medical services ($3,175,484 combined state and federal).

Includes special language provisions requiring Medicaid eligibility screening for services, preventing closure of state Human Development Centers at five locations, and allocating up to $1,000,000 to eliminate the Autism Waiver Services waiting list.
