Appropriates $10,929,409 from the State Services for the Blind Fund for the Department of Commerce - Division of State Services for the Blind for fiscal year 2020-2021, including $3,302,069 for regular salaries and $384,174 for extra help.

Establishes a maximum of 78 regular employees across 22 job classifications, including 26 Certified Vocational Rehabilitation Counselors (Grade GS08) and administrative and support staff at various grade levels.

Authorizes up to 30 temporary or part-time employees as "Extra Help" at rates consistent with the Uniform Classification and Compensation Act.

Waives the Financial Management Guide requirement for continuing professional education to allow the agency to provide college-level coursework in degree programs for eligible employees, funded through federal grants only.

Transfers the Division of State Services for the Blind from the Department of Human Services to the Department of Commerce and creates a dedicated State Services for the Blind Fund Account, effective July 1, 2020.
