Appropriates $14,258,746 from the State Insurance Department Trust Fund for operations including regular salaries ($7,500,172), extra help ($140,000), personal services matching ($2,448,800), and maintenance and operating expenses.

Establishes maximum of 189 regular employees and 19 temporary/part-time employees for the Department of Commerce - State Insurance Department for fiscal year 2020-2021.

Appropriates additional funds for specialized programs including fraud investigation ($828,509), prepaid funeral benefits ($374,744), health information counseling ($804,007), and state/public school employee claims ($16,500,000 and $400,000 respectively).

Allocates $20,000,000 each for Arkansas Multi-Agency Insurance Trust Fund claims and Public School Insurance Program claims.

Restricts State Insurance Department from advertising or promoting Arkansas Works enrollment or the Arkansas Health Insurance Marketplace without prior approval; requires biannual reporting to Legislative Council on navigator and counselor activities.
