Establishes maximum of 3 regular employees for the Department of Health - Arkansas Minority Health Commission for fiscal year 2020-2021: one Director (Grade GS14), one Health Program Specialist I (Grade GS06), and one Media Specialist (Grade GS06).

Appropriates $219,101 from the Miscellaneous Agencies Fund for regular salaries ($164,353), personal services matching ($53,019), operating expenses ($1,229), and conference and travel ($500).

Appropriates an additional $25,949 from cash funds deposited in State Treasury for personal services and operating expenses.

Requires prior approval from the Arkansas Legislative Council or Joint Budget Committee for any transfers from operating expenses to the promotional items appropriation line.

Effective July 1, 2020 through June 30, 2021, with emergency clause declaring the appropriation essential for agency operations.
