Appropriates $416,750 to the Department of Health - Arkansas Tobacco Settlement Commission for fiscal year 2020-2021, payable from the Tobacco Settlement Commission Fund for personal services, operating expenses, and grants.

Establishes maximum of 2 regular employees: 1 Tobacco Settlement Commission Director (Grade GS09) and 1 Administrative Specialist III (Grade GS04), with regular salaries of $90,277 and personal services matching of $30,898.

Requires the Arkansas Tobacco Settlement Commission to file quarterly progress reports to the Public Health, Welfare and Labor Committees and hire an independent third party to perform biennial monitoring and evaluation of program expenditures, with reports due to the General Assembly and Governor by each August 1.

Prohibits transfer of appropriations except as specifically authorized in the act and restricts transfers between budget classifications except as approved by the Chief Fiscal Officer with Legislative Council approval.

Declares that Tobacco Settlement funds are not a commitment of the State of Arkansas to continue funding positions if such funds are insufficient, and state funds will not replace tobacco settlement funds unless separately appropriated and authorized by the Governor.
