Establishes maximum of 5 regular employees for the Department of Commerce - Division of Aeronautics for fiscal year 2020-2021, including an Aeronautics Director (Grade GS12), Engineer (Grade GS11), Assistant Director (Grade GS08), Executive Assistant (Grade GS07), and Grants Coordinator (Grade GS07).

Appropriates $15,624,031 from the Division of Aeronautics Fund for personal services ($305,787), personal services matching ($95,715), maintenance and general operations ($222,529), and airport grant funding ($15,000,000) for the fiscal year ending June 30, 2021.

Appropriates $12,000,000 in federal funds for airport grant funding and related expenses for fiscal year 2020-2021, to be designated by the Chief Fiscal Officer of the State.

Requires all fund disbursements to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other fiscal control laws of Arkansas.

Declares an emergency effective July 1, 2020, finding that the appropriations are essential to agency operations and necessary for immediate preservation of public peace, health, and safety.
