Reappropriates $9,842 in balance funds to the Bureau of Legislative Research of the Legislative Council from the Development and Enhancement Fund, effective July 1, 2020.

The reappropriated balance comes from Act 269 of 2019 Item (A) Section 1 funds previously allocated for personal services and operating expenses of the Vision 2025 Legislative Commission on the future of Higher Education.

Prohibits contracts and obligations from exceeding available State Treasury funds, but permits institutions and agencies to accept grants, donations, and Federal funds to supplement state appropriations.

Requires strict compliance with state purchasing, accounting, budgetary procedures, revenue stabilization, and fiscal control laws in disbursement of funds unless otherwise specified by law.

Declares an emergency clause making the act effective July 1, 2020, as required by the Arkansas Constitution limiting appropriations to one-year periods.
