Repeals Arkansas Code § 19-6-830 (Skills Development Fund as special revenue fund) and creates new Skills Development Fund under § 19-5-1267 as miscellaneous fund, adding general revenues as eligible funding source.

Establishes maximum allocations of $5,261,183,708 in general revenues for fiscal year 2020-2021 and thereafter, distributed monthly to state funds and accounts including education, human services, corrections, higher education institutions, and various state agencies.

Creates tiered allocation system (Allocations A, A1, B, C, and D) distributing revenues in sequential phases based on available funds, with specific dollar amounts designated for Performance Fund ($19,785,000) and Motor Vehicle Acquisition Revolving Fund ($3,000,000).

Allocates $5,909,000 to Arkansas Medicaid Program Trust Fund and $15,877,476 to Restricted Reserve Fund as supplemental distributions.

Declares emergency effective July 1, 2020, to ensure continuity of critical state services at start of fiscal year; includes conflict resolution provision if HB1096 and SB83 are both enacted in identical form.
