Reappropriates $334,727 from Act 271 of 2019 to the Arkansas Public Defender Commission, effective July 1, 2020, for expenses related to resentencing of juveniles sentenced to mandatory life without parole.

Reappropriates $2,000,000 from Act 361 of 2019 to the Arkansas Public Defender Commission, effective July 1, 2020, for expenses related to resentencing of juveniles sentenced to mandatory life without parole.

Funds are payable from the Development and Enhancement Fund and may be supplemented by grants, donations, and Federal funds without exceeding available State Treasury funds.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in all fund disbursements.

Declares an emergency effective date of July 1, 2020, citing the constitutional prohibition on appropriations exceeding one year and the essential need for uninterrupted agency operations.
