Authorizes Senator Ballinger to introduce legislation prohibiting elective surgical and medical procedures during the COVID-19 public health emergency, except those immediately medically necessary to correct serious conditions or preserve life.

Exempts procedures that would not deplete hospital capacity or personal protective equipment and are performed according to commonly accepted clinical standards.

Establishes penalties of $100-$500 fine or up to one month imprisonment for violations, with each elective procedure violation constituting a separate offense.

Provisions are temporary and expire when the Governor or Secretary of the Department of Health declares the COVID-19 public health emergency ended or no longer requires the restrictions.

Includes emergency clause making the act effective upon gubernatorial approval, expiration of veto period, or veto override date to clarify existing Department of Health directives on elective procedures.
