Appropriates $1,975,160 from the Constitutional Officers Fund to the Arkansas House of Representatives for fiscal year 2020-2021, allocated as: $311,500 for employee salaries, $57,000 for personal services matching, and $1,606,660 for maintenance, operations and expenses.

Authorizes the Speaker of the House and Chief of Staff to transfer funds between appropriation items if determined unnecessary for their original purpose, with certification to the State Auditor.

Permits unexpended appropriation balances after the legislative session to be used for interim expenses of House offices and operations, and allows the Speaker to authorize member expenses and per diem at legislative session rates if deemed necessary.

Requires the Speaker of the House and Chief of Staff to meet in June each fiscal year to determine actual employee salaries based on performance evaluations.

Declares an emergency clause due to the 93rd General Assembly's January 11, 2021 convening date, making the Act effective immediately upon passage and approval.
