HB 1007 - Law Enforcement Integrity Act of 2021

• Establishes the Law Enforcement Integrity Unit within the Division of Arkansas State Police with three offices: Investigation Office, Law Enforcement Officer Abuse Hotline Office, and Searchable Database Office

• Investigation Office investigates alleged abuses of police power and civil rights violations by law enforcement officers and reports findings to prosecuting attorneys with probable cause determinations

• Creates a 24-hour toll-free hotline for reporting incidents of police abuse and a searchable database of law enforcement officers accused of abuse or civil rights violations, with mandatory reporting by local agencies

• Limits database access to law enforcement officers (their own entries only), criminal justice agencies, schools, courts, prosecutors, licensing boards, Arkansas Crime Information Center, Division of Correction, and the Commission on Law Enforcement Standards and Training

• Database is excluded from public inspection and Freedom of Information Act requests; unit must provide annual reports by December 1 to the Senate Judiciary Committee, House Judiciary Committee, and Governor
