Adds definition of "catalytic converter" as an exhaust emission control device that reduces toxic gases and pollutants from internal combustion engines to Arkansas Code § 17-44-101.

Requires scrap metal dealers to include a date-and-time-stamped digital photograph of any catalytic converter in their record-keeping requirements under § 17-44-102.

Establishes new requirement for non-recycler buyers of used catalytic converters to file electronic records with the county sheriff within 24 hours of purchase, including buyer/seller information, vehicle license plate, driver's license number, and photos.

Exempts electronic record filing if the converter is marked with removal date and vehicle identification number (or alternative law enforcement-linkable number) in permanent manner, or if sold as a vehicle repair part under EPA policy.

Imposes registration fee of $250 initially and $25 annually for buyers of used catalytic converters, with civil penalties for first violations, Class A misdemeanor for second violations, and Class D felony for third or subsequent violations of daily reporting requirements.
