Adds Arkansas Code 1-1-104 to express the General Assembly's intent to adopt Daylight Saving Time as the permanent standard time in Arkansas when permitted by federal law under 15 U.S.C. § 260a.

Requires the Secretary of State to continuously monitor whether federal law has been amended to allow states to observe Daylight Saving Time permanently and whether all bordering states have declared their intention to adopt it permanently.

Mandates the Secretary of State inform the Governor, Speaker of the House, President Pro Tempore of the Senate, and Director of the Bureau of Legislative Research within 5 business days once both conditions are met.

Establishes that Arkansas shall observe Daylight Saving Time permanently once conditions are satisfied, with implementation timing dependent on when the determination is made relative to March and November time changes.

If determination occurs between the second Sunday in March and first Sunday in November, permanent Daylight Saving Time takes effect immediately; if after the first Sunday in November, it takes effect on the second Sunday of March at 2:00 a.m.
