Standardizes time references for lighting requirements across multiple vehicle and vessel codes by changing "at any" to "between the time from one-half hour after sunset to one-half hour before sunrise" throughout Arkansas Code sections 22-4-113, 27-21-106, 27-21-107, 27-36-204, 27-37-205, and 27-101-202

Requires all-terrain vehicles and golf carts to display proper front and rear lights during low-light conditions or between one-half hour after sunset and one-half hour before sunrise

Requires all-terrain vehicles to cross divided highways with both front and rear lights turned on during low-visibility conditions

Changes references from "commissioner" to "Secretary of the Department of Finance and Administration" for equipment approval authority regarding flares, lanterns, reflectors, and other warning devices on motor trucks and passenger buses

Prohibits water skiing, aquaplaning, and towing persons on water skis between one-half hour after sunset and one-half hour before sunrise, except in designated controlled areas with adequate lighting
