Extends the time period for new Arkansas residents to register a motor vehicle from 30 calendar days to 60 calendar days after becoming a resident.

Increases the registration deadline for businesses operating in Arkansas from 30 to 60 calendar days from the start of business in the state.

Extends the grace period for vehicle transferees to apply for registration from 30 to 60 days after lien release or transfer date, and prohibits vehicle operation on public streets/highways beyond 60 days without valid registration.

Changes the validity period of temporary preprinted paper buyer's tags from 30 to 60 calendar days after the date of purchase or until the vehicle is registered, whichever is earlier.

Applies the 60-day extension consistently across all sections governing involuntary vehicle title transfers and other registration-related timeframes.
