Allows public entities in Arkansas to conduct open public meetings through electronic means (telephone, video conference, or video broadcast) when the Governor declares a disaster emergency under the Arkansas Emergency Services Act of 1973.

Requires public notice to include the electronic method by which the public may attend the meeting, and permits public attendance via electronic means.

Eliminates the requirement for physical presence of the public or public entity members at meetings held under this provision.

Mandates that electronic meetings be recorded in their conducted format (sound-only, video with sound and picture, or digital/analog broadcast) and records must be maintained for a minimum of one year.

Declares an emergency effective upon Governor approval, allowing the act to take immediate effect to ensure safe public access to meetings during declared disaster emergencies.
