Establishes procedures allowing specialty court program participants to transfer between specialty court programs within Arkansas upon motion and written order of a specialty court judge, with consent of the receiving judge.

Creates Veterans Treatment Specialty Court Programs under new Chapter 101 of Arkansas Code Title 16, available in circuit courts for veterans with substance use or mental health disorders who are 18 or older and agree to program compliance.

Creates DWI/BWI Specialty Court Programs under new Chapter 102 of Arkansas Code Title 16, available in district courts for persons convicted of driving or boating while intoxicated with substance use disorders, with 16-month jurisdiction (extendable 2 months for good cause).

Specifies that transferred participants must comply with policies of the new program, allows sanctions including incarceration, and requires fines, penalties, and fees to be paid to the transferring court unless otherwise specified.

Amends the Accountability Court Fund to transfer administration from Department of Community Correction to Administrative Office of the Courts for distribution to specialty court programs based on a formula approved by the Legislative Council.
