Creates the "No Patient Left Alone Act" to establish visitation rights for patients in hospitals, offices of healthcare professionals, hospice facilities, and long-term care facilities.

Allows children to have a parent, legal guardian, or person in loco parentis physically present during care; allows adult patients to have a spouse, support person, or legal guardian physically present at reasonable times.

Requires healthcare facilities to allow patients with disabilities to designate at least three (3) support persons and permit at least one (1) support person to be present at all times in emergency departments and during hospitalization when necessary to facilitate patient care.

Permits compassionate care visitation in long-term care facilities for residents exhibiting physical or mental distress, including end-of-life situations, with facilities required to follow infection prevention guidelines from CDC or CMS.

Declares an emergency due to COVID-19 pandemic isolation of non-COVID-19 patients and makes the act effective immediately upon the Governor's approval.
