Establishes a new beer direct shipper permit that allows microbrewery operators to ship beer directly to consumers' residences in Arkansas and to other states that permit direct alcohol shipment.

Requires permit applicants to provide copies of their current manufacturing licenses from both their state and the federal Alcohol and Tobacco Tax and Trade Bureau.

Sets initial permit fee at $100 with annual renewal fees of $50, expiring June 30 each year.

Requires permit holders to collect and remit all applicable sales and excise taxes, label containers with age verification warnings, and arrange delivery only during hours when alcoholic beverages may be legally purchased.
