Creates the Arkansas Breast Milk Bank within the University of Arkansas for Medical Sciences to accept, provide, and screen breast milk for mothers and guardians.

Authorizes the Breast Milk Bank to collect reasonable fees if determined necessary by the University of Arkansas for Medical Sciences for operations.

Establishes the Breast Milk Bank Special Fund as a special revenue fund to receive and account for all fees, donations, grants, and other revenues generated by the bank.

Requires the Department of Health to establish standards for transporting, processing, and distributing commercial human breast milk on for-profit and nonprofit bases in the state.

Directs all revenue generated from the Breast Milk Bank be deposited into the State Treasury and credited exclusively to the Breast Milk Bank Special Fund for bank expenses.
