Establishes a maximum of 216 regular employees for the Department of Transformation and Shared Services - Division of Information Systems for fiscal year 2021-2022, with positions ranging from Director (Grade SE04) to Administrative Specialist II (Grade GS03)

Appropriates $116,078,806 total for operations, including $14,613,573 for regular salaries, $4,554,488 for personal services matching, $9,224,996 for operating expenses, $18,645,000 for capital outlay, $8,406,866 for data processing services, and $59,702,882 for telecommunication/technology delivery

Appropriates $3,500,000 from the Information Technology Reserve Fund for major equipment acquisitions and information technology improvements

Authorizes up to 18 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act

Grants the Director authority to adjust billing rates for federal compliance and transfer funds between the Information Technology Reserve Fund and Division of Information Systems Revolving Fund, subject to approval by the Chief Fiscal Officer and Arkansas Legislative Council or Joint Budget Committee
