Establishes 10 maximum regular employees for the Arkansas State Claims Commission for fiscal year 2021-2022, including 1 director (GS13), 1 administrative analyst (GS06), 3 administrative specialists (GS03), and 5 claims commissioners (GS02)

Appropriates $600,788 from the State Central Services Fund for personal services and operating expenses, including $366,335 for regular salaries, $139,063 for personal services matching, and $92,390 for operating expenses

Appropriates $2,250,000 from the Miscellaneous Revolving Fund for payment of claims to surviving spouses and dependent children of police officers, firefighters, correctional officers and other state employees killed in the line of duty, as well as for small controversial and non-controversial claims approved by the commission

Appropriates $8,000 from the State Central Services Fund for expense reimbursements for the Firefighter Benefit Review Panel

Effective July 1, 2021, with emergency clause declaring the act necessary for immediate preservation of public peace, health and safety
