Establishes maximum of 591 regular employees for the State Department for Social Security Administration Disability Determination for fiscal year 2021-2022, including positions ranging from DDSSA Director (Grade SE03) to Fiscal Support Specialist (Grade GS04).

Authorizes up to 20 temporary or part-time "Extra Help" employees, with extra help employees limited to 1,800 hours per single fiscal year.

Appropriates $71,737,461 in federal funds for fiscal year 2021-2022, including $36,993,220 for regular salaries, $450,000 for extra help, $12,007,056 for personal services matching, $2,000,000 for overtime, and $6,184,400 for operating expenses.

Grants the department director authority to establish up to 250 additional full-time positions beyond those authorized, subject to approval from the Office of Personnel Management and legislative review.

Takes effect July 1, 2021 with emergency clause declaring immediate effectiveness necessary for agency operations.
