Appropriates $795,000 to the Auditor of State from the Constitutional Officers Fund for judicial expenses: $350,000 for special/recalled judges for circuit courts, $400,000 for trial judges expenses, and $45,000 for district judges travel expense reimbursement.

Appropriates $368,000 to the Arkansas House of Representatives from the Constitutional Officers Fund for interim expense reimbursements to Representatives.

Appropriates $200,000 to the Arkansas Senate from the Constitutional Officers Fund for interim expense reimbursements to Senators.

Designates the Auditor of State as disbursing officer for Auditor funds, the Secretary of the Senate for Senate funds, and the Chief of Staff of the House for House funds.

Declares an emergency effective July 1, 2021, finding that annual appropriations are constitutionally required and that delayed effectiveness would cause irreparable harm to state operations and essential governmental programs.
