Authorizes $66,486,863 for operations including $36,419,898 in regular salaries, $298,556 in extra help, $12,450,210 in personal services matching, and $2,016,710 in data processing services.

Appropriates $15,914,729 from the DHS Renovation Fund for construction, renovation, maintenance, equipment, and repairs of DHS facilities.

Grants the DHS Secretary transfer authority for reallocation of resources between divisions (limited to 4 requests per fiscal year), match transfers for federal reimbursement programs, and authorizes nursing education stipends ($5,000 per person) and recruitment bonuses (up to $4,000 for registered nurses).
