Establishes maximum of 1,771 regular employees for the Department of Human Services - Division of County Operations for fiscal year 2021-2022, with positions ranging from DHS Deputy Director to Local Office Administrative Assistants.

Appropriates $149,897,211 for personal services and operating expenses, including $68,625,556 for regular salaries, $25,933,876 for personal services matching, and $27,679,862 for operating expenses.

Authorizes 37 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates federal grants totaling $2,650,091 for Homeless Assistance ($2,638,091) and Refugee Resettlement ($12,000) programs.

Appropriates state and other grant funds totaling $17,013,041 for TANF Block Grant ($6,893,484), Community Service Block Grant ($8,283,146), SNAP ($841,298), Aid to Aged/Blind/Disabled ($4,000), and Hunger Coalition Grants ($995,113).
