Establishes a maximum of 192 regular employees for the Department of Human Services - Division of Provider Services and Quality Assurance for fiscal year 2021-2022, including positions ranging from director to administrative specialists across medical, nursing, and support staff categories.

Authorizes up to 8 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $18,913,518 for personal services and operating expenses, including $10,884,950 for regular salaries, $3,654,350 for personal services matching, $3,463,900 for operating expenses, and $136,077 for conference and travel.

Appropriates $400,000 for provider services grants and aid payments for the fiscal year ending June 30, 2022.

Authorizes the Division to use appropriated funds for certification or licensure of entities on behalf of other Department of Human Services divisions, with all applicable laws applying to entities certified or licensed through this division.
