Establishes 56 maximum regular employees for the Arkansas Development Finance Authority for fiscal year 2021-2022, with positions ranging from Executive Director (Grade SE03) to Human Resources Analyst (Grade GS06).

Appropriates $31,713,210 for ADFA operations including $3,224,271 for regular salaries, $6,600,000 for housing rental assistance grants, $16,341,215 for HUD Home Program, and $3,400,000 for federal housing programs.

Appropriates $2,403,171 for the Student Loan Authority Division including $356,403 in salaries and $1,818,875 in professional fees.

Appropriates $15,000,000 for computer equipment and related software and $15,000,000 in federal funds for the National Housing Trust Fund Grant program.

Makes act effective July 1, 2021 and requires all fund disbursements to comply with state procurement, accounting, budgetary, and fiscal control laws.
