Establishes 5 maximum regular employees for the Department of Health - Health Services Permit Agency for fiscal year 2021-2022, including positions such as Health Permit Services Director (Grade SE01), Deputy Administrator (Grade GS11), Business Operations Manager (Grade GS08), and two coordinators/specialists (Grade GS06).

Appropriates $517,909 from the Miscellaneous Agencies Fund Account for personal services and operating expenses, consisting of $327,484 in regular salaries, $112,049 in personal services matching, $60,835 in operating expenses, $1,274 for conferences and travel, and $16,267 in professional fees.

Allows any unexpended balance of funds generated by fees and fines per Arkansas Code 20-8-103 et. seq. to carry forward to the next fiscal year for the same purposes, subject to written justification and reporting requirements to the Department of Finance and Administration and Arkansas Legislative Council.

Requires that all fund disbursements comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws of Arkansas.

Declares the bill effective July 1, 2021 as an emergency measure necessary for essential government operations and was approved January 28, 2021.
