Appropriates $14,696,572 to the Department of Health - Tobacco Prevention and Cessation Programs for the fiscal year ending June 30, 2022, payable from the Prevention and Cessation Program Account.

Establishes 33 maximum regular full-time positions including 1 Senior Physician Specialist, 1 Registered Nurse Supervisor, 14 Registered Nurses, and various administrative and health program specialist roles.

Authorizes 4 temporary or part-time "Extra Help" employees with a $50,000 annual allocation.

Authorizes transfer of $500,000 annually from the Prevention and Cessation Program Account to the Breast Cancer Control Fund for state matching share of Medicaid breast and cervical cancer screening and treatment services.

Prohibits any advertising targeting tobacco prevention or reduction from using the name, voice, or likeness of elected officials or their immediate family members.
