Prohibits persons convicted within the past 3 years of reckless driving or operating a vehicle while under the influence of drugs or alcohol, and persons under 19 years of age, from operating school buses.

Requires school bus driver certification valid for one year issued by the Division of Public School Academic Facilities and Transportation, with annual renewal requiring proof of physical examination within 2 years and completion of in-service training.

Permits school district boards of directors to employ substitute bus drivers without certification on a temporary basis when qualified certified drivers are unavailable due to death, resignation, disability, illness, or other causes.

Modifies Academic Facilities Partnership Program requirements to require proof of need to replace equipment rather than proof of equipment failure, and clarifies that maintenance documentation must be recorded in the Computerized Maintenance Management System.

Changes notification procedures for school facility sale or lease petitions to require the Division to post petitions on its website and send copies by email to charter schools, with charter schools having 30 days to submit written objections.
