AR HB1113

Creates new Arkansas Code section 20-80-412 allowing donated state land held by community organizations to be used for public school or open-enrollment charter school development if the land is in a census tract with above-average poverty rates.

Requires the community organization to have received the donated parcel at least 3 years prior, and no eligible person currently uses the land as a homestead.

Permits community organizations to transfer donated parcels to public school districts or charter schools for educational development.

Releases donated parcels from present and future obligations, restrictions, and reversions once used for educational purposes, except restrictions protecting human health or environmental remedial measures.

Declares an emergency clause to make the act effective immediately upon the Governor's approval to promote educational opportunities for low-income families.
