Amends Arkansas Code § 12-30-307 to clarify payment procedures for food produced on the Division of Correction farm, allowing payment of up to 50 cents per dollar's worth of food to the farm fund from both the Division of Correction and Division of Community Correction.

Requires the Division of Correction and Division of Community Correction to maintain records of farm production, value of farm products utilized, and current market values to support any payments made.

Clarifies that combined payments and loan forgiveness cannot exceed the combined value of farm products utilized by the Inmate Care and Custody Program and the Division of Community Correction.

Amends Arkansas Code § 19-5-501(b)(1)(B) to specify that loans to the Division of Correction Farm Fund are repaid by June 30 of the following fiscal year after deducting the value of farm-produced products consumed by inmates and authorized personnel.

Requires processed beef purchased by the Division of Correction to be labeled as being from the United States and establishes that product values are based on open market prices for similar products obtained by the Division of Correction and State Procurement Director.
