Amends Arkansas Code § 20-57-201(2)(B)(vi)(a) to add internet sales as an exemption from "food service establishment" definition for cottage food production operations.

Allows cottage food operations to sell directly to end consumers through the internet if located in Arkansas or another state, provided they comply with all federal food safety regulations.

Maintains existing exemptions for direct-to-consumer sales from production sites, physical or online farmers' markets, county fairs, special events, and pop-up shops within established businesses.

Declares an emergency effective date due to approaching growing season and potential economic hardship to cottage food producers if implementation is delayed.

Act becomes effective upon Governor approval, expiration of veto period, or veto override by the legislature.
