Appropriates $25,000 from the Animal Rescue and Shelter Trust Fund to municipalities for city animal rescue shelters for fiscal year 2021-2022, covering personal services, grants, construction, maintenance, and operation of registered governmentally owned facilities.

Appropriates $25,000 from the Animal Rescue and Shelter Trust Fund to counties for animal rescue shelters for fiscal year 2021-2022, covering personal services, grants, construction, maintenance, and operation of registered governmentally owned facilities.

Requires disbursement of funds to comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other applicable state fiscal control laws and Department of Finance and Administration regulations.

Declares an emergency effective July 1, 2021 to ensure immediate operation of the Office of the Treasurer of State and essential governmental programs without delay.
