Appropriates $1,750,000,000 to the Office of the Treasurer of State for fiscal year 2021-2022 to redistribute property tax funds to counties as required by Amendment 74 to the Arkansas Constitution.

Funds must be paid from the Uniform Tax Rate Trust Fund and disbursed in compliance with state procurement law, accounting procedures, revenue stabilization law, and other fiscal control laws.

Requires that any funds disbursed comply with stated reasons for the appropriation as documented in budget manuals, letters, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2021, citing the constitutional prohibition against appropriating funds for more than one year and the need for immediate agency operations.
