Establishes maximum of 10 regular employees for the Arkansas Governor's Mansion Commission for fiscal year 2021-2022, including 1 mansion administrator (Grade GS14), 1 special assistant II (Grade GS11), 2 management special assistants (Grade GS10), 4 management assistants (Grade GS09), and 2 housekeeper supervisors (Grade GS05).

Authorizes up to 4 temporary or part-time employees ("Extra Help") at rates of pay not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $1,469,773 from the State Central Services Fund for personal services and operating expenses, including $686,855 for regular salaries, $209,088 for personal services matching, $60,000 for governor's mansion allowance, $201,830 for operating expenses, $100,000 for annual maintenance, and $200,000 for utilities.

Appropriates an additional $500,000 from a cash fund for Grand Hall, mansion, and grounds expenses for the fiscal year ending June 30, 2022.

Directs the Chief Fiscal Officer to transfer excess funds from the Governor's Mansion Cash Fund over $300,000 into the State Central Services Fund annually to support mansion operations.
